Article 1: Missions and Objectives of the Fair

The Tunis International Book Fair is an international cultural festival organized annually by the Ministry of Culture. It serves as a meeting place for publishers, writers, poets, intellectuals, and a wide audience of readers from all backgrounds and ages.

Tunisian and international publishers and distributors participate, presenting the latest publications in various fields of knowledge. Its objectives are as follows:

- To offer the public the opportunity to discover the latest intellectual, literary, scientific, and artistic productions from Tunisia, Arab countries, and around the world.

- To support partnerships between professionals in the book industry in Tunisia and other countries, and to encourage investment in this sector.

- To enable Tunisian publishers and their counterparts from Arab and non-Arab countries to exchange expertise and conclude joint publishing agreements.

- Facilitating the exchange of copyright and translation rights, thereby contributing to the creation of an economic movement centered on books in all their forms and diversity.

- Organizing seminars, meetings, cultural events, dialogue forums, book signings, and presentations of successful experiences.

 

Article 2: Fair Supervision

- The Minister of Culture appoints the Fair Director and the members of the Organizing Committee, defining their duties and responsibilities by decision, in accordance with Article 7 of Decree No. 733 of 2014 of January 16, 2014, establishing the National Institution for the Promotion of Festivals and Cultural and Artistic Events and defining its administrative and financial organization, as well as its operating procedures.

- The Committee oversees the organizational, technical, administrative, financial, and logistical aspects and implements the cultural programs and initiatives related to the Fair, in collaboration with an expanded organizing committee composed of cultural figures, professionals, and representatives of creators and relevant ministries, to define the main themes of the fair and the cultural activities to be organized on this occasion.

- The Committee is responsible for the design, management, and layout of all exhibition spaces as it deems appropriate. It determines the location of the Fair, the duration of its organization, the date of its inauguration as well as the opening and closing times of the gates in coordination with the National Establishment for the Promotion of Festivals and Cultural and Artistic Events and after approval by the Minister in charge of Culture.

 

Article 3: Dates and Opening Hours of the Fair

The Fortieth (40th) Tunis International Book Fair will be held at the Kram Exhibition Park from Thursday, April 23 to Sunday, May 3, 2026.

 

- Inauguration: Thursday, April 23, 2026.

- Public: The Fair will be open to the public every day from April 24 to May 3, 2026, from 10:00 a.m. to 7:30 p.m.

- Exhibitors: From 9:00 a.m. to 8:00 p.m.

 

Chapter 4: Conditions and Procedures for Participation in the Fair

A. The following may participate in the Fair: Tunisian and foreign official institutions, national, regional, and international organizations, Tunisian, Arab, and foreign publishers who have published at least 50 titles or who hold exclusive authorization from the publishing houses that have mandated them to participate in the Fair, as well as distributors and booksellers authorized by Tunisian, Arab, and foreign publishing houses, provided that they have not been convicted of violating intellectual property rights or breaching integrity, and that they have not been subject to any criminal penalty imposed by the Arab Publishers' Union or the union to which they are affiliated in their respective countries.

B. Exhibitors wishing to represent other publishing houses must include with their applications to participate in the Fair an exclusive power of attorney issued by each publisher on whose behalf they are acting. They are required to submit these powers of attorney to the Fair Management at least 45 days before the opening of the event. It is emphasized that the mandated institution assumes full responsibility arising from its participation in the Fair.

C- Exhibitors representing foreign publishing houses agree to display their names and logos, indicating the titles and number of copies for each book. The agent acting as their representative is not authorized to have a booth at the exhibition.

D- All participants in the Fair are required to register via the platform: https://foire.e-festivals.tnby December 31, 2025.

E- Applications to participate in the Fair will be processed within the deadlines set by the Fair's Organizing Committee.

F- Entries that do not include all the required documents will be placed on a temporary list until the missing documents are submitted within the specified deadlines.

G- The list of titles to be submitted must be submitted in Excel format to the Fair's platform. It must include the title, author's name, year of publication, and ISBN. The price in Tunisian dinars must also be clearly indicated for each work. No title or work not registered on the platform will be allowed to be exhibited.

H- The Fair's management reserves the right to accept or reject any application, or to exclude any participant, without having to provide a reason.

I- Applicants are required to adhere to the layout plan established by the Fair's Organizing Committee.

 

Chapter 5: Participation Fees

- All exhibitors whose participation is accepted must pay at least 20% of the stand rental fees and agree to pay the remaining balance (80%) upon delivery of the stand. - The amount will be paid to the National Establishment for the Promotion of Festivals and Cultural and Artistic Events into the account opened in the name of the Tunis International Book Fair 2026, as indicated:

- Participation fees are determined based on the size and location of the stands, using a base price per square meter for the entire duration of the exhibition, as follows:

- Ministries, Tunisian and foreign official institutions, and national, regional, and international organizations are entitled to stands with a surface area not exceeding 18 m² and are required to pay participation fees for any area exceeding their allotted space, based on the price per square meter applicable throughout the duration of the Fair.

- The Fair Management allocates to partner and friendly countries, within the framework of cultural cooperation and the reciprocal exchange of exhibition stands, a space whose size is specified in advance in the invitation letter sent to them. For each additional space, fees are charged according to the price per square meter rule in effect for the duration of the Fair.

- The Ministry of Cultural Affairs, the guest of honor, and sponsors have priority for exhibiting in Hall 1.

- Free exhibition stands for Tunisian and foreign official institutions and national, regional, and international organizations are located in Halls 1 and 2, within the limits of the available space.

 

Chapter 6: Exhibitor Responsibilities

- Each exhibitor is fully responsible for their stand and for any illegal acts or behavior committed by themselves or their employees. They are solely responsible for compensating any damage caused to the equipment entrusted to them during the entire duration of their stand's use.

- No exhibitor may rent or transfer their stand, in whole or in part, even temporarily, to a third party, for any reason whatsoever. Any violation will result in the cancellation of their participation, the immediate closure of their stand, and the forfeiture of all participation fees.

- The exhibitor is responsible for the costs associated with renting, setting up, securing, and decorating the stand. Those assembling the stand themselves are not permitted to exceed the maximum authorized height of three and a half meters, while ensuring the stand's aesthetic appeal.

- The exhibitor is responsible for the management of their stand and must comply with all provisions of the Fair's internal regulations.

- If an exhibitor withdraws from the Fair after paying the initial deposit for their booth, they automatically forfeit their right to a refund.

- If an exhibitor is unable to attend the Fair or transport their products there for any reason, the booth fees remain due.

- The exhibitor is responsible for all costs incurred due to the seizure or return of excess or non-compliant documentation.

- Exhibitors must deliver their products to the Fair venue on time and in a single shipment to facilitate customs procedures.

- The Fair Management accepts no responsibility for the loss of books or personal belongings in booths.

- Official access badges will be issued to booth managers and staff; the number of badges will be determined based on the size of each booth.

 

Chapter 7: Books on Display

- It is forbidden to display or sell any book or related document that does not comply with professional ethics or the technical and cultural standards and preferences of the Fair. The stand will be closed if the exhibitor does not remove the offending work.

- New publications released within the last five years (2022-2026) must represent at least 70% of the total titles presented at the exhibition.

- Audiovisual and digital materials must offer educational and cultural content, excluding any promotional material, and comply with professional standards as well as the orientation and objectives of the Fair.

- The titles and number of books on display must correspond to the lists provided with the application. The number of books on display must be proportional to the allocated stand area to ensure an aesthetically pleasing presentation, and the number of packages sent must not exceed five (5) per square meter. Any violation of this rule will result in the confiscation of non-compliant or excess books.

- The sale of antiques, stationery, audiovisual equipment, and any other items unrelated to books is strictly prohibited on the exhibition grounds.

- Businesses and bookstores that exhibit and sell children's toys of any kind, or that present their products as educational tools when they are not, are not permitted to participate. The exhibition and sale of stationery and technical supplies are also prohibited.

- No work that is the subject of a dispute or litigation arising during the Fair may be exhibited. Similarly, no pirated, counterfeit, copied, or non-compliant work may be exhibited. In case of violation, the stand will be closed immediately. The Fair Management will take strict measures against publishing houses selling pirated works, including confiscation of these works, cancellation of participation, and reporting to the Arab Publishers Union any publishing houses that do not respect intellectual property rights and professional ethics, in order to prevent them from participating in future Book Fairs and Exhibitions. If a power of attorney is in place, the participating publisher is responsible for the works on display.

- Exhibitors must offer visitors a discount of at least 20% on the listed price of the publications they are authorized to present. This obligation applies to all other formats

- Exhibitors are required to provide customers, upon leaving the Fair, with an invoice or receipt indicating the title of the works, their unit price, and the percentage discount applied. Works and publications not complying with this procedure will be automatically confiscated.

- The exhibitor will bear all costs incurred due to non-compliance with the provisions of the internal regulations of the Fair.

 

Article 8: Stand Preparation and Closing

- Exhibitors will receive their stand location 72 hours before the opening of the Fair to allow time for preparation. Stands must be fully ready 24 hours before opening. They may only be completely emptied the day after the official closing of the Fair. Non-Tunisian exhibitors are not permitted to take unsold books and publications with them. They must deposit these items at the customs warehouse located in Hall 3 of the Kram Exhibition Park to facilitate their return to their country of origin. It is strictly forbidden to store them with a third party or to sell them at other fairs held in Tunisia.

 

Article 9: Publication Promotion

- Exhibitors may organize side events at their stands to present and promote their new publications (book signings, press conferences, literary discussions, etc.). They must inform the Fair Management in advance so that these activities can be included in the promotional program.

- Participants may reserve advertising space in the Fair's general catalog, the daily newsletter, the website, and all other publications and communication materials made available by the Organizing Committee, for a fee, in accordance with the terms and conditions described in the invitation to participate available on the Fair's website.

 

Chapter 10: Shipping and Visa Procedures

- Works intended for the Fair must be shipped by land, sea, and air. Postal shipments will not be accepted.

- The exhibitor is responsible for all shipping, transport, and customs clearance costs for their books, from their country of origin to the exhibition venue.

- Once the books have been shipped, a hard copy and a digital copy of the shipping label, invoices, and packing lists must be sent to the Fair Management at the following address:

- The Fair Management accepts no responsibility if an exhibitor intentionally ships their books before receiving authorization to participate.

- Exhibitors must use the services of one of the intermediaries listed in the "Guidelines" section of the Fair's website to facilitate the payment of customs duties on the books and to guarantee their timely arrival or their return to their country of origin at the end of the Fair.

- Shipments and their manifests must include a list of the works intended exclusively for the exhibition, within the limits and quantities specified in these rules and regulations.

- The Fair Management must receive a copy of the passport of the owner of the participating establishment or their legal representative, or of the passports of the delegates.

 

Chapter 11: Miscellaneous Procedures

- Each exhibitor is required to maintain the cleanliness and proper arrangement of their stand, to use the display shelves, and to avoid placing books on the floor. It is forbidden to leave piles of books or waste in front of stands or in the aisles, in such a way as to obstruct visitor traffic or detract from the aesthetics of the space.

- Exhibitors are prohibited from exceeding their allocated space or from using aisles reserved for visitors. The Fair Management reserves the right to retain any work displayed outside its designated location.

- It is strictly forbidden to store books or boxes inside the stand. In case of violation, the stand will be closed until the situation is rectified.

- Exhibitors are prohibited from using any form of noisy advertising or audio broadcasting, except within their designated area and in such a way as not to disturb visitors, the comfort of other exhibitors, or the public space. Failure to comply with these regulations will result in the Fair Management confiscating the equipment and, in the event of a repeat offense, canceling participation.

- The distribution of promotional material is limited to exhibitors' stands and is prohibited in other areas, such as entrances, corridors, or spaces dedicated to cultural activities.

- In the event of stand closure and exhibitor exclusion, no refund of registration fees will be issued.

- The signature of the publisher or exhibitor on the registration form constitutes acceptance of these rules and regulations.
