Chapter One: Missions and Objectives of the Fair

The Tunis International Book Fair is an international cultural event organized every year by the Ministry of Cultural Affairs. It is a large forum that brings together publishers, writers, poets, intellectuals and a wide audience of readers from different countries, socio-professional categories and ages. Publishers and distributors from Tunisia and various Arab and foreign countries participate with the latest productions in the fields of knowledge. It aims to:

- Contribute to the advancement of the book sector as a major tool for the dissemination and circulation of knowledge in the service of the values ​​of modernity and freedom and consolidating the principles of citizenship and the values ​​of democracy.

- Offer the general public the opportunity to learn about the evolution of intellectual, literary, scientific and artistic production in Tunisia, the Arab world and internationally.

- Encourage reading, nourish it and root its practices, as well as the acquisition of books and access to the latest publications, both paper and electronic.

- Ensure appropriate conditions to promote partnership between professionals in the book sector in Tunisia and abroad, encourage investments and further facilitate the circulation of copyright and translation, so as to contribute to creating economic dynamism around the book in its various aspects and contents.

- Allow Tunisian publishers and their counterparts in Arab and foreign countries to organize professional events related to the publishing sector, exchange experiences, and conclude co-publishing contracts.

- Stimulate dialogue on schools of thought, literature and culture, starting from the book and paying more attention to creativity through the organization of seminars, meetings and cultural events.

- Emphasize the international dimension of the event by opening up to other cultures and developing international cooperation in the areas of creation, publishing and book promotion.

Chapter 2: Supervision of the fair

- The Minister responsible for Culture appoints the director of the Fair and the members of the organizing committee and determines its missions and attributions by decision, according to the provisions of Chapter 7 of Decree No. 2014-733 dated January 16, 2014 establishing the National Establishment for the Promotion of Festivals and Cultural and Artistic Events and establishing its administrative and financial organization and management methods.

- The committee supervises organizational, technical, administrative, financial and logistical issues as well as the implementation of cultural programs and orientations related to the fair in cooperation with an expanded organizing committee of cultural personalities, professionals and structures representing creators and the ministries concerned to define the main axes of the fair and the cultural activities organized on this occasion.

- The committee is responsible for the design, management and distribution of all exhibition spaces as it deems appropriate. It determines the location of the Fair, the duration of its organization, the date of its inauguration as well as the opening and closing times of the doors of the Kram Park in coordination with the National Establishment for the Development of Festivals and Cultural and Artistic Events and after approval by the Minister responsible for Culture.

Chapter 3: Date and opening hours of the fair

The thirty-eighth edition of the Tunis International Book Fair will be held at the Kram Exhibition Center during the period from Friday, April 25 to Sunday, May 4, 2025 inclusive.

- Public: The Fair will be open to the public every day, and continues throughout the period from ten in the morning to seven in the evening.

- Exhibitors: from nine in the morning to seven thirty in the evening.- Exhibitors: from nine in the morning to seven thirty in the evening.

 

Chapter 4: Conditions and modalities of participation in the exhibition

A- Tunisian and foreign official institutions, national, regional and international organizations, Tunisian, Arab and foreign publishers who have an editorial production of 50 titles or more, or those who are mandated by publishing houses to participate in the Fair, as well as distributors, booksellers and agents mandated to represent Tunisian, Arab and foreign publishing houses and who are not subject to court decisions related to the violation of intellectual property rights, or any other breach of professional ethics or undermining morality, may participate in the exhibition. They must also acknowledge that no criminal sanction would be imposed against them by the Union of Arab Publishers or by the regional affiliated union.

B - Exhibitors who wish to represent other publishing houses are required to attach to their applications for participation in the Fair, a power of attorney issued by each publisher on whose behalf they are acting. They are required to submit these proxies to the management of the Fair, one month before the opening of the event.

C - The exhibitor who represents foreign publishing houses undertakes to mention their names and announce their commercial logos, indicating the titles and the number of copies specific to each book.

D - All participants in the Fair are required to register via the platform: https://foire.e-festivals.tn, within a date not later than January 30, 2025, inclusive.

E- Requests for participation in the exhibition will be satisfied according to the priority of registration on the platform and the prior reservation of the pavilions and within the deadlines determined by the organizing committee of the exhibition.

F- Participations that do not include all the requested documents will be included on a temporary list until the missing documents are completed within the required deadlines.

G - Publishers and distributors must submit to the Fair Management the list of books intended for sale (paper or electronic formats), mentioning the title of the book, the name of the author, the year of publication and the ISBN. The price must be fixed on each book and in Tunisian dinars.

H- The list of titles to be exhibited must be sent via the registration platform to the following address:

I- The organizing committee has the right to reject any application for participation.

J- Candidates must respect the distribution of the plan designed by the organizing committee of the Fair.

Chapter 5: Participation fees

Any exhibitor whose participation is accepted must pay at least 20% of the stand rental fees within a period not exceeding March 15, 2024 and undertakes to honor the remaining balance (80%) upon receipt of the stand. The amount will be paid to the National Establishment for the Development of Festivals and Cultural and Artistic Events to the account opened in the name of the Tunis International Book Fair 2025 as follows:

- It is mandatory to provide the Fair management with bank or postal receipts confirming payment of the stand rental fees.

The participation fees have been determined based on the surface area of ​​the stands and their locations: adopting the basic price per square meter for the entire duration of the exhibition, as follows:

- Ministries, Tunisian and foreign official institutions and national, regional and international organizations have stands with an area not exceeding 18 m2 and are required to pay the participation fees for the area that exceeds that to which they are entitled, by adopting the rule of the price per square meter in force throughout the duration of the exhibition.

The Fair Management allocates to brother and friendly countries, within the framework of cultural cooperation and reciprocity of exchange of exhibition stands, a space whose area is specified in advance in the text of the invitation that will be sent to them. For each additional space, rates are paid according to the rule of the price per square meter in force throughout the duration of the Fair.

- The Ministry of Cultural Affairs, the State, guest of honor, and sponsors have priority to exhibit in Hall 1.

The free exhibition stands of Tunisian and foreign official institutions and national, regional and international organizations are distributed in Halls 1 and 2, within the limit of the space provided.

 

Chapter 6: Liability of Exhibitors

- Each exhibitor is fully responsible for his stand and for all illegal acts committed by him or by those who follow him, and he alone is required to repair any damage to the equipment placed under his responsibility during the entire period of operation.

- No exhibitor may rent the stand or renounce it totally, partially or temporarily for the benefit of others for any reason whatsoever, and any infringement may result in the cancellation of his participation and the withdrawal of the stand.

- Exhibitors bear the costs incurred by the rental, preparation, securing and decoration of the stands. The exhibitor who personally undertakes the installation of the stand may not exceed, under any circumstances, the maximum authorized height, which is: three and a half meters, taking care to bring to its layout the necessary aesthetics.

- The exhibitor is responsible for the management of the stand assigned to him, in compliance with all the provisions of the internal regulations of the Fair.

- If the exhibitor does not pay the stand rental fees within the time limit, the Fair Management will terminate the contract without losing its rights to claim compensation for damages.

- If the exhibitor withdraws from participating in the Fair after having paid the first stand rental deposit, it loses its right to recover the amount.

- If the exhibitor is unable to be present or send its items to the Fair for any reason, the stand fees remain payable.

Exhibitors are prohibited from selling book titles for other publishers without proving that they are authorized to do so.

- The exhibitor bears all costs resulting from the reservation or return of excess quantities of books or those contrary to the regulations in force.

- Exhibitors must send their products to the Fair Management on time and in a single payment to facilitate customs procedures.

- The Fair Management assumes no responsibility for the loss of books or personal items occurring in the stands.

- To facilitate entry to the Fair, the exhibitor and his team receive name badges, official and distinctive. The number of these badges is determined according to the surface area of ​​each stand. In the event of a change of the stand manager, the Fair Management must be informed so that replacement badges can be issued.

Chapter 7: Books on display

- It is prohibited to exhibit or sell a book or any type of related material that does not respect professional ethics and does not meet the technical and cultural standards and choices of the Fair. The stand will be closed if the exhibitor does not remove the book that is the subject of the violation.

- The percentage of new publications published between 2021 and 2025 must not be less than 70% of the total titles to be exhibited at the Fair.

- Audiovisual and digital media must have cognitive and cultural content that stands out from propaganda and meets professional standards as well as the guidelines and objectives of the Fair.

- The titles and quantities of books exhibited must correspond to the lists indicated when requesting participation. The quantity of books must be proportional to the area allocated to the stand to ensure the aesthetics of the exhibition, and the number of packages sent must not exceed five (05) packages per square meter. Failure to comply with this procedure will result in the seizure of non-compliant or excess quantities.

- It is strictly forbidden to sell antiques, stationery, media materials and any other items that are not related to books during the exhibition.

- Exhibitors and bookstores are strictly forbidden to sell children's toys in any form or disguise themselves as educational tools without being so. It is also forbidden to exhibit and sell office and engineering tools inside the Fair.

- Any exhibition of pirated books will result in the immediate closure of the stand. The Fair management takes strict measures against publishing houses that sell pirated material, including confiscating this material, canceling participation, and informing the directors of the Book Fairs, through the Arab Publishers Union, of publishing houses that do not respect intellectual property rights and professional ethics to prevent them from participating in the Fairs.

- The list of books offered for sale must be submitted to the Fair Management, mentioning the author of the book and the ISBN, and must include the actual price printed or affixed by a transparent sticker and in Tunisian dinar on the back of each book. In the event of non-compliance with this clause, the Fair committee may take measures ranging from confiscation of the books in violation to banning the publisher from participating in the fair.

- The exhibitor grants visitors to the Fair a discount of at least 20% on the sale price indicated in the list of publications, in faith of which he was authorized to participate, and the same applies to all other media and publications. He is also required to submit invoices indicating the prices of individual books and the actual percentage of the discount granted to allow their release. Books and publications that violate this procedure will be automatically seized.

- All expenses resulting from the violation of the principles of these internal regulations are the responsibility of the exhibitor

Chapter 8: Preparation and Closing of Wings

Exhibitors receive their designated stands within 72 hours prior to the opening of the Fair in order to prepare them to be ready 24 hours in advance. The stands will not be completely emptied until the day after the official closing date of the Fair.

Chapter 9: Promotion of Publications

- Exhibitors may organize parallel activities in their own stands to present and promote new publications (book signings, press meetings, book debates, etc.) with the need to inform the Fair Management in advance so that it can include these activities in the program.

- Participants may reserve advertising space for a fee in the Fair agenda, the daily bulletin, the website and all publications and means of communication made available by the Fair Management, according to the terms and conditions indicated in the invitation to file participate on the Fair website.

- Exhibitors may contribute to the advertising and promotional campaigns conducted by the Fair management by using their institutions' websites on social networks.

Chapter 10: Shipping and visa system

- Books and materials intended for the Fair are shipped by land, sea and air, and those sent by post are not accepted.

- The exhibitor will bear all costs of shipping, transport and delivery of his books from his country of origin to the Fair venue.

- Once the books have been shipped, a hard copy and a digital copy of the "transport order", invoices and packing slips are sent to the Fair Management, at the following address:

- The Fair Management declines all responsibility if the exhibitor deliberately ships his books before obtaining authorization to participate.

Exhibitors must use the services of one of the intermediaries whose names are available in the instructions section included on the Fair website in order to facilitate the process of paying customs fees for the books and to ensure their arrival at the Fair on the date indicated or to return them to their country of origin at the end of the exhibition.

- All exhibitors are required to return unsold books within a maximum of one week from the closing date of the exhibition. After this deadline, the exhibition management has the right to reserve these books and to bear the resulting costs to the exhibitor.

Arab and foreign participants must apply for an entry visa to Tunisia from the Tunisian embassies accredited in their country. To facilitate this process, they can provide the exhibition management with a list of their delegates and copies of their passports.

- The shipments and their statements must include a list of addresses designated for the exhibition only, within the limits of the quantities specified in these internal regulations.

Chapter 11: Various procedures

- Each exhibitor is required to maintain the cleanliness of the stand assigned to them and its proper preparation, to use display stands and to avoid displaying books on the floor. It is also forbidden to place packages of books or waste in front of the stands and in the corridors, as this would hinder the movement of visitors and harm the aesthetics of the space.

- The exhibitor is prohibited from exceeding the spaces allocated to them or the authorized height or from using the corridors reserved for visitors, and the Fair Management has the right to make a precautionary reservation on the exhibited objects located outside the space allocated to them. It is strictly forbidden to store books inside the stand, and in the event of an infringement, the stand will be closed until the infringement is resolved.

- The exhibitor is not allowed to use any type of noisy advertising device or to broadcast sound except within the limits permitted by the space allocated to him and in such a way as not to disturb visitors, the comfort of exhibitors and the entire public space. In the event of a violation of these provisions, the Fair Management has the right to remove the material initially and to cancel the participation upon return.

Advertising materials are limited to exhibitors' stands and may not be distributed or hung in the rest of the spaces, such as the entrances and corridors of the Fair or spaces reserved for parallel cultural activities.
